Institutional Performance in Natural Resource Management: A Study of Institutional Interaction in the Implementation of Watershed Development in Andhra Pradesh, India AgEcon
Jain, Dinesh; Gandhi, Vasant P..
The effective management of natural resources is increasingly critical for growth and development in India. The research examines the nature and impact of the interaction between formal and informal institutional structures in the rural areas in the context of the implementation of the major national initiative of watershed development programmes in India. It uses the concepts of new institutional economics and management theories of governance. It develops a conceptual framework which can be used to understand and explain the need and dynamics of institutional interaction and its relationship to institutional performance. The relevance of the framework is examined through case studies and a primary survey on the determinants of institutional performance...

Food security for sub-Saharan Africa: does water scarcity limit the options? AgEcon
Gowing, John W..
Future food security can be achieved only by delivering substantial increases in agricultural production, but this has important implications for water availability. Water scarcity is not currently a major issue in sub-Saharan Africa, but it would be a mistake to neglect this issue. It would be a mistake also to assume that only plans for irrigated agriculture are affected. It should be recognised that a land-use decision is also a water-use decision. A plan based on improving rain-fed agriculture through adoption of measures to make better use of rainfall brings trade-offs in that there may be less runoff to satisfy the water needs of downstream users and environmental functions. Planning for future food security requires integrated analysis of land-use...

Irrigated Acreage Projections in Georgia AgEcon
Cai, Ruohong; Mullen, Jeffrey D.; Bergstrom, John C..
Irrigated acreage is an important indicator for agricultural water demand which is a major category of water use. Three methodologies were applied in this study to project irrigated acreage of major crops in Georgia from 2010 to 2050. These three methodologies show consistent results. Total irrigated acreage of major crops in Georgia is projected to increase for the next 40 years. The acreage projection results provide useful information for Georgia agricultural policy makers and farmers. However, the methodologies used in the study have some limitations. They can only be used under certain assumptions. Thus, better methodologies are needed for future related research.

Impact of Water Supply Limitations from Federal Decisions in South Texas AgEcon
Robinson, John R.C.; Michelsen, Ari M.; Gollehon, Noel R..
This study extends and refines a previous model and provides estimates of the economic value of water shortages from shortfalls in Mexican deliveries to the U.S. In the process, we identify and evaluate a range of crop choices, appropriate irrigation technology use, water source substitution, and other mitigation strategies used by farmers to deal with water shortages. The effects of exogenous crop price and yield risk, as well as and other structural considerations are incorporated in deriving the marginal value of irrigation water for reference drought years. Results show that South Texas farmers react to risk by diversifying their crop mix, which in turn has implications for the imputed value of water and soil resources. The derived shadow price of...

VISITOR PREFERENCES AND VALUES FOR WATER-BASED RECREATION: A CASE STUDY OF THE OCALA NATIONAL FOREST AgEcon
Shrestha, Ram K.; Alavalapati, Janaki R.R.; Stein, Taylor V.; Carter, Douglas R.; Denny, Christine B..
We used the open-ended contingent valuation method to elicit willingnes to pay (WTP) for day visitors and extended visitors on the Ocala National Forest (ONF), Florida. A Tobit model specification was applied to account for the issues involved with censored WTP bids. The results reveal that visitors would pay more for improved recreational facilities at the ONF. In particular, our estimates show that visitors would pay $1 million for basic facilities, $1.9 million for moderate improvements, and $2.5 million for more improvements.

Exploring demand for forestry in Lake Victoria Basin (Western Kenya): An econometric approach AgEcon
Jindal, Rohit.
This paper determines the demand for a forestry program amongst rural households in western Kenya. It is based on a field survey with 277 households, using a stratified random sampling approach. The study follows attribute based method to elicit farmers’ preferences. Demand is measured in terms of additional number of trees that a household is willing to plant under different price schedules, including direct economic incentive to plant new seedlings. The mean willingness to plant new trees per household increases from 44 trees when farmers have to pay 10ksh/seedling, to 244 trees when farmers receive a payment of 10ksh/seedling. The paper uses fixed effects, random effects and random effect tobit models to estimate relevant parameters. Hausman...

Macroeconomics and Forest Sustainability in the Developing World AgEcon
Sedjo, Roger A..
Governments often use fiscal, exchange rate, monetary policy as well as export promotion tax increases, privatization, and land reform as part of comprehensive adjustments packages for addressing economic imbalances, balance of payments, and structural weaknesses. Such approaches, however, have come under heavy criticism for failing to recognize the social and environmental costs associated with them. Critics have argued that economic growth, trade liberalization, and increased primary product exports increase pressure on many sectors, including the agricultural and forestry land use sectors. This paper examines a number of these types of external shocks. This paper makes two arguments. First, from a theoretical economic perspective, although in many cases...

Financing Growth of Cellulosic Ethanol AgEcon
Gustafson, Cole R..
The U.S. biofuel industry is striving to produce ethanol from cellulosic feedstock sources in an effort to augment its existing corn grain-based ethanol production infrastructure. Technology to commercially produce cellulosic ethanol is rapidly advancing due in large part to the availability of substancial federal research and development funding. At the moment, several firms have pilot scale cellulosic ethanol production facilities under construction and testing. The transition from pilot scale to full commercialization of cellulosic ethanol will be difficult, due in large part financial constraints being imposed both internally and externally on the biofuels industry. This paper provides an overview of the biofuel industry’s current financial...

Evaluating the Demand Patterns for Irrigation Water: The Case of Western Macedonia AgEcon
Michailidis, Anastasios; Arabatzis, Garyfallos; Kamenidou, Irene.
This article is concerned with the management of water resources in the region of Western Macedonia. Taking into account the great importance of agriculture as the principal consumer of water in the region, as well as the drastic increase in regional water consumption over the last decade, a related study evaluating the demand patterns for irrigated water can prove to be extremely valuable. This paper examines the demand patterns and probable trends for irrigated water using the Discrete Sequential Stohastic Programming (DSSP) Model for four agricultural products (apples, peaches, potatoes and tomatoes) and five specific subareas (the prefecture of Florina, the prefecture of Kastoria, the prefecture of Grevena, the city of Kozani and the city of...

ESTIMATING REVENUE-CAPTURE POTENTIAL ASSOCIATED WITH PUBLIC AREA RECREATION AgEcon
Teasley, R. Jeff; Bergstrom, John C.; Cordell, H. Ken.
A traditional contingent valuation approach and the “"trip response method"” were examined as potential techniques for measuring public area recreation revenue-capture potential. Empirical results suggest that both methods are useful for assessing revenue-capture potential. Additional research on alternative methods for assessing recreation revenue-capture potential is encouraged.

Assessing Water Policies and Farmers’ Vulnerability in Groundwater Irrigation Systems AgEcon
Varela-Ortega, Consuelo; Esteve, Paloma; Downing, Thomas E.; Bharwani, Sukaina.
Spain is the most arid country in Europe and water use as well as water depletion and environmental degradation have slowly become a matter of social concern. Balancing the two objectives of “water for rural livelihoods” and “water for nature” constitutes a difficult challenge for the water Administration. The aim of this paper is to analyze the impact of water conservation policies in the Upper Guadiana River basin (Spain), where intensive irrigated agriculture resulted in the overexploitation of the Western La Mancha aquifer and the subsequent degradation of the highly valuable wetlands. Focus is made on farmers’ vulnerability to these policies. The methodology combines qualitative and quantitative aspects by the integration of an economic model and a...

Electricity Generation in Fiji: Assessing the Impact of Renewable Technologies on Costs and Financial Risk AgEcon
Dornan, Matthew; Jotzo, Frank.
In recent years, renewable energy technologies have been advocated in Fiji on the basis that they improve energy security and serve as a risk-mitigation measure against oil price volatility. Despite this, there have been few attempts to measure the impact of renewable technologies on energy security. That analysis is important if the benefits of renewable energy technologies in Fiji are to be adequately evaluated. This paper develops and applies a method for assessing the potential contribution of renewable technologies to the security of electricity supply in Fiji. The method is based on an application of portfolio theory, traditionally used in financial markets, to the electricity generation mix in Fiji. The results demonstrate the impact of different...
